Easier Access to Cross Section Volume Reports

A new Side-Nav tab was added to allow easier and faster access to Cross section volume reports and and also other reports in the future.   This will also allow users to generate new reports as well. 


Various Bub Fixes and Improvements

We made various UI improvements, fixed bugs, and resolved usability issues.
